Disaster Management or Disastrous Management????

Yesterday, 4 men who were holding their lives on a solo tree in the flooded river in Tamil Nadu were saved by helicopters.  The reaction time of the authorities are noteworthy!!! Even in peace time and pleasant weather, it took more than 12 hours to rescue them!!!  It is really high-time that we analyse the post-operation and fix responsibility on the persons who were responsible for the delay in rescue operations.

Similarly, when a storm hit the chennai marina beach, being available at a stone-throw distance, Navy/Coastal Guard could not react in time and 5 merchant navy personnel lost their lives. 

We tend to forget the tragedies whenever a new one happens!

Is there any SOP available to meet such events?  We need to grow still, it seems! such callous attitude means that the Communication are used only for pleasurable purposes!

It may serve several purposes, (i)  Presence/availability of dealing staff at their seats, (ii) bribery monitoring, (iii) crime prevention, (iv) sabotage check, etc.,
